Project Details

A Remedial Action Workplan (RAW) was approved by the New Jersey Department of Environmental Protection (NJDEP). This RAW was for the redevelopment of a former refinery/terminal along the Upper New York Bay of the Hudson River impacted with petroleum hydrocarbons, heavy metals and PCBs.

The submittal of this extensive RAW to the NJDEP involved the coordination of several PRP’s and their respective consultants, other property owners in the area, golf course designers, US Army Corp of Engineers, New Jersey Department of Transportation, City of Jersey City, Waterfront Development Commission (multiple city organization), and environmental groups.

The remediation of this site consisted of bringing material dredged from the nearby river and placing it on the site to achieve the elevations necessary for a new 18-hole championship golf course and waterfront residences. The surface of this dredged material would be amended to reduce the infiltration of surface water through the dredged material. As added protection, a 60-mil HDPE layer would be placed above the amended dredge material, with a growing layer above the HDPE for the final golf course contours. Also, as part of the RAW, a groundwater remedial system would prevent any discharges to the Upper Bay or adjacent properties.

The benefits of this redevelopment plan included:
restoration and beneficial reuse of an inactive industrialized site
creation of an active recreational area open to the public within a large urban area
stimulation of new economic activity through creation of jobs and tax ratables.
